HEC Overseas Scholarship Programmes 2026: Full List and HAT Requirements

By Tayar Karo team,

HEC runs several overseas scholarship programmes for Pakistani students who want to do MS or PhD abroad. Some need a HAT score, some need GRE, and some need both. Here is a plain guide to all active programmes.

Commonwealth Scholarship (UK)

This is a fully funded scholarship for Master's or PhD in the UK. HEC nominates Pakistani students and the Commonwealth Scholarship Commission makes the final selection.

  • HAT score needed: 60 out of 100 (HAT-I, II, III or IV only — the university HAT does not count)
  • Covers: tuition, living allowance, return airfare
  • Seats: 26 for Master's, 30 for PhD per year
  • Apply on both the HEC portal and the Commonwealth portal

The 2027-28 batch deadline was 20 October 2026. Applications for 2028-29 will open around mid-2027. Read our full post on the HEC Commonwealth Scholarship 2027-28.

HEC Overseas Scholarship (Phase I, II, III)

This programme has multiple phases, each targeting different levels and fields. Phase III specifically covers MS and PhD abroad in priority fields. Key points:

  • Requires a HAT score or GRE Subject score. Check the specific phase announcement for which is accepted.
  • You apply through scholarship.hec.gov.pk.
  • You usually need a conditional acceptance letter from a foreign university to apply.
  • HEC covers tuition, living expenses, and return travel.

Each phase has its own eligibility rules and opening dates. Check the HEC announcement page for when the next phase opens. The specific conditions change every year so always read the latest announcement, not older ones.

Common questions about HEC overseas scholarships

Do I need a university acceptance letter before applying?

For most programmes, yes. HEC wants proof that a foreign university will accept you. Some programmes accept a conditional letter (they will confirm once scholarship is granted). Start your university applications early so you are ready when the scholarship opens.

Will I need a bank statement for the visa?

After receiving the scholarship, most countries still require a bank statement as part of the visa process. HEC scholarship letters usually satisfy visa requirements, but individual embassies set their own rules. The UK, for example, asks for a bank statement even if you have a full scholarship letter. Your university's international office will guide you on this.

What if my university fee is higher than HEC covers?

HEC sets a maximum tuition amount per programme. If your university charges more, you can apply for a partial scholarship or fee waiver from the university directly. Many universities give partial fee waivers to international students on a case-by-case basis. Ask the financial aid office of the university you are applying to.

I have an old HAT result not eligible for Commonwealth. Can I still apply for other programmes?

It depends on which programme and what score is needed. The Commonwealth Scholarship requires 60. Other HEC programmes may accept 50. Read the specific announcement for the programme you are applying to. If your score is within the 2-year validity window and meets that programme's minimum, it is fine.
